UFO/ET-Disclosure
Policy Splits Covert Network

Since
sometime in the 1970's, a small group of individuals with
extremely high security clearances, who were working on various
aspects of UFO research and policy, began to interact unofficially
on a regular basis to pool information. Their objectives were
to coordinate data, see the big picture, analyze the meaning
of UFOs and extraterrestrial contact with Earth, use this
knowledge to gain access to additional information on the
hyper secret Majestic-12 (MJ-12, the government's ultimate
UFO-information control and policy group) and gain special
influence through their collective power. This elite group
of roughly a dozen individuals working on national security
assignments gave themselves code names, using mostly bird
names. Collectively, they came to be called the "aviary."
A Recent
Meeting of The Aviary© The relationship of Aviary members
to MJ-12 group is murky. More than one UFO researcher estimates
that some overlap in membership has occurred, in other words
that MJ-12 has quietly infiltrated the Aviary to keep it under
control. Dr. Steven Greer, Director of CSETI (704) 274-5671,
has reported that the MJ-12 Group is now designated PI-40.
This hyper classified group deals with the most sensitive
compartmented information regarding extraterrestrials and
is so covert a special-access program that, reportedly, the
President and Congress exercise no control over it and know
of it only through rumor. Dick D'Amato, National and International
Security Specialist for Senator Robert Byrd and a member of
the N.S.C., stated in 1991 that an incredibly powerful "black
arm" of the government has been keeping UFO information
secret and has also been illegally spending enormous sums
of money in this operation. D'Amato said that the NSC is trying
to identify this "blackarm." Ironically, the answer
may be right under their noses. It is quite possible, that
PI-40 exists within a highly, compartmented, special-access
program, yet with informal informational links to the National
Security Council's "5240" (Black Projects) Committee.
While there may be some overlap between the Aviary and the
PI-40 group, they remain two separate entities. PI-40 is clearly
at the top; it is the policy and decision group which has
orchestrated the UFO cover-up since 1947, simultaneously releasing
little fragments of UFO/ET information to gradually condition
the American public to the slowly-dawning realization of UFO
reality. Leaked reports from sources close to some Aviary
members, suggest that there is a split within the group (which
may well mirror a split within PI-40). On one side are Aviary
members who feel that information about UFO and ET contacts
should be broadly disclosed. They feel that the public is
ready for this information and generally can handle it. Others
within the Aviary resist such disclosure. They do not want
to lose the power their "information monopoly" gives
them. They do not welcome close public scrutiny of their role
in the UFO cover-up, either. Additionally, some have reportedly
engaged in illegal and sometimes injurious projects and operations.
The split
over disclosure is creating a climate in which leaks are increasing,
as some try to force disclosure and establish a track record
for themselves of (belated) candor with the American public.
Most Aviary members appear to be well- intentioned scientists
or former military or intelligence officers with careers spanning
the Cold War, who no doubt sincerely believe that secrecy
about UFOs was once vital. Following is a list of reported
Aviary members:
BLUE
JAY: Dr. Christopher "Kit" Green, MD, Ph.D; Chief,
Biomedical Sciences Department, General Motors, former head
of the CIA's UFO files at the "Weird Desk."
* PELICAN:
Ron Pandolfi, CIA Deputy Director for the Division of Science
and Technology and current custodian of UFO files at the "Weird
Desk"; may be involved in the White House initiative
to promptly release UFO informationto the public.
* SEA
GULL: Bruce Maccabee, Ph.D., research scientist in optical
physics and laser weapons applications at the U.S. Naval Surface
Weapons Lab, Maryland; MUFON physics/photo-interpretive consultant
and prolific author of andconsultant expert on selected "leaked"
or disinformational UFO cases/topics.
* OWL:
Hal Puthoff, physicist with the Institute for Advanced Research
in Austin, Texas, who specializes in Zero-Point Energy, a
quantum/resonance physics phenomenon with reported potential
for above-unity ("free") energy.
* PENGUIN:
John Alexander, Ph.D. in Death Sciences; Lt. Col. U.S. Army
Intelligence and Security Command, which is undoubtedly the
military cover for the National Security Agency, Col. Alexander
is director of the Non-Lethal Weapons Department, Los Alamos
National Laboratory, and has been reportedly involved in counter-intelligence
remote viewing, psychic warfare, psychotronic and mind-control
projects with military/security applications.
* CHICKADEE:
Cmdr. C.B. Scott Jones, Ph.D., USN (Ret.), former officer
with the Office of Naval intelligence and other agencies;
30 years service in U.S. intelligence overseas; involved in
government research and development projects for the Defense
Nuclear Agency, Defense Intelligence Agency, Defense Advanced
Research Projects Agency, and other organizations; former
aide to Sen. Clairborne Pell, who has had a long-standing
interest in UFOs and the paranormal and has tried to arrange
Congressional hearings on UFOs.
* PARROT(?):
Jacques Vallee, Ph.D., formerly an astrophysicist with GEPAN,
the French Government's UFO investigative agency, later moved
to U.S. as principal investigator with Defense Department
computer network projects; worked with famed astronomer Dr.
J. Allen Hynek who left and denounced the military's Project
Blue Book as a disinformational smokescreen; prolific author
on UFO subject, lately turning to metaphysical explanations
for the phenomenon. [Note: although this may be the consensus
of our esteemed colleague, the erudite Dr. Richard J. Boylan,
Ph.D., we at the Lodge retain the Utmost Respect for our Dear
Brother Jacques and his Delightfully Iconoclastic and Wonderfully
Heretical synthesis. -B:.B:.]
* CHICKEN
LITTLE: Dan Smith, civilian UFO research/volunteer liaison
among sources within the Central Intelligence Agency, the
Congressional Intelligence Committees and civilian UFO researchers.
Smith continually exchanges information and networks with
key UFO researchers, serves as their interlocutor and shares
their findings and his own with his sources at the CIA and
on Capitol Hill. Undoubtedly, other "assets" and
low- profile intermediaries of the Aviary operate for the
UFO- interest community as its ears and surrogate mouthpieces
among the general public.
* CONDOR:
Capt. Bob Collins, USAF (Ret.); Special Agent, Air Force Office
of Special Investigations, engaged in UFO-related intelligence
operations, reportedly appeared clandestinely on the 1988
Kodak-produced network television disinformation program "UFO
Cover-Up Live"
* BUZZARD(?):
Gordon Novell, reportedly a free-lance man, and more recently
reportedly involved in New (Zero Point) Energy schemes, and
tied to Bob Bigelow, a shadowy Las Vegas casinos operator
who reportedly is investigating alleged ET energy technology
and titanium aluminide mettalurgy for their investment potential.
* FALCON;
Sgt. Richard "Dick" Doty, USAF (Ret.); Special Agent,
Air Force Office of Special Investigations; reported to have
engaged in UFO disinformation projects, including reportedly
hoaxing TV producer Linda Howe concerning availability of
a tape showing a UFO landing at Holloman Air Force Base, N.M.
and allegedly waging psychological warfare on Albuquerque
defense electronic contractor Paul Bennewitz.
* HARRIER(?):
Dale Graff, UFO-related technology specialist [alleged by
Smith, Guiley, etc. to be a genuine DIA "Dark Side"
bad-boy -B:.B:.] reported by Dan Smith (cf. infra) to be head
of the "military" UFO Working Group at Los Alamos
National Laboratory; rumored to be involved in psychotronic
and ESP programs at Los Alamos; formerly was contracts overseer
for the Defense Intelligence Agency (DIA) at Wright-Patterson
Air Force Base; then was chief of the DIA's Defense Technology/Special
Programs department, before reportedly being fired by the
DIA. Currently Graff is reported to be in contact with the
human designate who communicates with an extraterrestrial
residing near Washington, DC in a subterranean facility.
* NIGHTINGALE(?):
Jack Verona, shadowy liaison between Capitol Hill and Los
Alamos National Laboratory, before having recently 'disappeared';
reportedly Dale Graff's supervisor: formerly involved in Project
Sleeping Beauty, which researched ways to disable enemy "target"
personnel using directed precise-frequency radiated electromagnetic-energy
fields. (According to Dan Smith, NIGHTINGALE is not Jack Verona,
but rather may be George Wingfield, a British UFO researcher,
who has established a reputation as a careful reporter of
crop circle formations, UFO information, and, most recently,
the disappearance in 1993 of a U.S. carrier destroyer during
NATO sea exercises, during which a number of member countries'
ships patrolled to find reported huge carrier-sized Unidentified
Submerged Objects (USOs), which raced underwater at astounding
speeds. Arguing against Mr.Wingfield being NIGHTINGALE is
the fact that after Wingfield disclosed the U.S. destroyer's
disappearance at a Nevada UFO Congress in December, 1994,
he was beat up outside the conference hall by two goons and
told to shut up his mouth.)
* HAWK:
Ernie Kellerstrauss, security cleared for UFO information;
worked at Wright-Patterson AFB in the 1970s and reportedly
lived with an extraterrestrial for a while -- reported to
have worked with Dale Graff (*HARRIER*?) and Captain Bob Collins
(CONDOR), Air Force Intelligence, to supply UFO information
to USAF/AFOSI disinformation operative/"UFOlogist"
William Moore.
* WOODPECKER(?):
Jaime Shandera, a small-time Hollywood film producer, who
reportedly is associated with William Moore. Shandera alleged
that he had mysteriously received film containing the "MJ-12
documents" at his door one day from source(s) unknown.
(Moore is considered by some to be the author of the MJ-12
disinformation papers.) Shandera was featured on the 1989
Kodak Television UFO documentary, 'UFO Cover-Up Live'. Shandera
is reported to be, along with Scott Jones and Dan Smith, one
of the theologically-oriented and pro-UFO-disclosure "Progressives"
among the Aviary.
The above
article appeared initially in the November/December issue
of Perceptions (yet we Blue Brethren felt Compelled to keep
it robust, sassy and generally up to date): While elsewhere
our Dear Brother Boylan hath Brother Boylan, B:.B:. 7°=4°
further stated: An often-reliable Washington, D.C.-area Caerulean
Adeptus Exemptus source, whom I shall call Beltway Throat
(BT) [and whom we shall call Dan Smith -B:.B:.], is in dialogue
with a number of members of the Aviary, a shadowy group of
defense industry scientists and active/former military and
intelligence officers, who have complete access to closely-held
UFO information, technology and hardware, which not even the
President knows of. There is reportedly some overlap in membership
between the historical, formerly- authorized UFO information
control group "MJ-12" and the Aviary.
BT alleges
that several members of the Aviary have access to the Yellow
Book ["The book the Phone Company (i.e. AT&T/Sandia)
doesn't want you to read." -B:.B:.] and the Red Book.
The Yellow Book is reported to be a physical record of the
communications from an extraterrestrial, who was recovered
from a downed UFO and kept in custody by MJ-12, before he
died several years later. This extraterrestrial was called
EBE-1. A second extraterrestrial is reported to be currently
in custody under MJ-12, and she is called EBE-2, but BT calls
her Charlene. She is the actual author of the Yellow Book.
The Yellow
Book is reported to actually be a sort of holographic compact
disk, which can project images of the information it contains.
It is alleged to contain references to Biblical events, even
including a holographic depiction of the crucifixion of Christ.
The red Book is a human compendium of information derived
from the extraterrestrials. One of the predictions is that
there will be a very large rift in human society as a result
of ET contact becoming publicly known. This is supposed to
happen in 1997. Another reported prediction is that the ETs
will return in a formal preplanned landing on April 24, 1997
on public land in the Southwest USA, probably in the vicinity
of White Sands "Missile" Range, New Mexico. The
red and Yellow Books are also supposed to contain the prediction
that there is one "Horseman of the Apocalypse" left
to arrive. (The other three, War, Famine and Pestilence have
inarguably already arrived on Earth.) The remaining Horseman
is the White Rider wearing the Crown, which is interpreted
to mean the Second Coming. This raises profound questions
and concerns within the Aviary. Does this mean that a formal
ET landing in 1997 signifies, or is, the Second Coming of
the Christ? Will the ETs be bearing an ET with Christ Consciousness?
Will fundamentalist Christians against the ETs as supposed
threats to Christ's supremacy? Et cetera.
The Aviary
are quite concerned that fundamentalist Christians will experience
spiritual, if not ontological, shock at the revelation of
ET visitation, and over the reported contents of the Red and
Yellow Books, which contain information that suggests that
Jesus had some connection with the extraterrestrials. Adding
more fuel to Aviary concerns, BT reports that a European television
station reported that vatican experts on the Fatima Prophecies
held a reported briefing for government representatives from
the UK, France, Germany and the U.S., concerning the third
remaining publicly-unannounced Prophecy. This Prophecy is
rumored to deal with ET Visitation. A spokesman for the Vatican
reportedly confirmed that such a briefing took place. Some
within the Aviary are concerned that the theological and religious
social implications may be the most serious ones resulting
from open extraterrestrial contact.
BT, a
religious Christian, personally takes a Trinitarian perspective
on these times. He sees history as the Father having manifested
at the beginning of time; the Son (Jesus) having manifested
two millenia ago; and now, at these End Times events, BT believes
that the Holy Ghost will manifest, possibly through some human
intermediary [the odd irony here is that "BT" considers
himself both "The Eschaton" and "The Holy Ghost."
Although we do not necessarily agree with these beliefs espoused
by our Dear Quantum Physicist Brother, we certainly defend
his right to believe whatever he wants. -B:.B:.]. I have cautioned
BT that Revelations/Book of the Apocalypse warns of an Anti-Christ
arising in the End Times, who will attempt to pass himself
off as the returning Christ. BT seems less concerned about
that than the problem of the holy Ghost being clearly discerned
by Christians, as the paradigm-shift brought on by open ET
contact occurs. More alleged leaks from Aviary source BT are
likely to follow. [and in yet another Holy Electronic Discourse...]
An informant I call Beltway Throat (BT), who lives in the
shadow of the power center of the world (Washington, D.C.,
in case you thought it was Sedona), reports on his recent
interview with Chickadee of the Aviary, (the retired Naval
intelligence Commander C.B. Scott Jones, Ph.D.) Dr. Jones
has reportedly provided BT with additional details concerning
events which the Aviary believe are upcoming.
It is
reported that the predicted extraterrestrial landing on Thursday,
April 24, 1997 is a precursor to a 1998 series of cataclysms.
Furthermore, the 1997 Landing is the last chance for The Powers
That Be (human governments) to allow their populations to
know about extraterrestrial visitation; otherwise, the ETs
will not be able to assist humankind in mitigating and surviving
the 1998 cataclysm series. BT says that the U.S. Power Structure
is aware of the warnings about the 1998 cataclysm series.
Massive human and planetary destruction is the default course
of events; unless we (our governments) invite the ETs to appear
openly on Earth, the ETs will not be able to prevent/mitigate
the 1998 cataclysm series. The ETs want to be invited in a
peaceful way. They are not going to impose themselves on us
forcibly.
BT did
not go into detail about the nature of the 1998 cataclysm
series, except to say that it is composed of events partially
of technological origin [Indeed, how do you spell HAARP...?
-B:.B:.] and partially of natural causes. When I suggested
that the 1998 cataclysm series could include massive seismic
events, increased volcanism, global-warming weather extremes
and enlarging ozone-hole radiation effects, BT did not dispute
that view.
Dr. Jones's
opinion is reportedly that the resistance to admitting extraterrestrial
visitation is significant in the Developed Countries, but
that many in the Aviary worry about tyrants in the third World
countries, who would violently resist the threat to the status
quo (theirs) presented by open acknowledgment of extraterrestrial
presence.
Commander
Jones reportedly offered two scenarios of how the aviary would
deal with the reported extraterrestrial landing on April 24,
1997: Scenario One would have a coalition of Insiders (the
MJ-12 leadership, the Aviary, and Las Vegas billionaire Robert
Bigelow's NIDS Institute) constitute an elite contact group,
who would be self-appointed as earth's representatives, and
negotiate with the extraterrestrials during the Landing. I
strongly protested that such an elitist approach as Scenario
One would be repudiated by both humans and the Extraterrestrials.
Scenario Two, according to BT, would be that a "Blue
Ribbon Panel" be set up as the Contact Team to negotiate
between ETs and humans. I emphasized that such a Blue Ribbon
Panel would need to be broadly representative of the peoples
of the earth, and should be democratically selected with worldwide
membership, such as the United Nations could do. BT sounded
diffident that the U.N. would undertake such an effort. BT
said that Dr. Jones passed on the rumor that Christ was an
ET, and that the returning ETs might present the Christ Consciousness
figure to the Christian world. Christians in turn might become
so taken with the Returning Christ event, that they ignore
taking direction from their governmental leaders, thus leading
to social chaos. [We at the Lodge often wonder how such allegedly
bright individuals can be so profoundly stupid. -B:.B:.] I
pointed out to BT that the original Christ avoided getting
involved in the secular government of his day, and advised
people to "render unto Caesar what is Caesar's, and to
God what is God's"; i.e., acknowledged that government
had its place.
BT said
that there is a rumor that Bob Bigelow's NIDS Institute has
a UFO artifact, and will be bringing that into public view
as an attention-getting device, to make the public aware and
focus in on the UFO/ET phenomenon. There is the possibility,
in my opinion, that such waving around of a piece of a UFO
could manipulate people into giving the MJ-12/Aviary/Bigelow
NIDS Institute undue power to negotiate with the extraterrestrials
on behalf of the rest of us.
